The Governing Council for Earth and Space was founded to build the foundations of understanding between space-born citizens and earth-born citizens, and develop laws and policies based on the needs of both. Opinions vary on this council, from favorable to distrusting, some going as far as saying that EarthGov is still in complete control.
The GCES is made up of two representatives from each of the 7 continents of Earth, 1 Director from CST, as well as 1 Director from the CSTP, and a representative from each of the 11 major stations and colonies in space. While it can be interpreted that this gives EarthGov more control over CST and CSTP, as well as the rest of known space, there has never been a case where all fourteen EarthGov representatives have voted against initiatives created by representatives from space.
The GCES operates year-round, meeting at least once a week, and sometimes getting together for emergency meetings when urgent issues arise.
